What programs should a novice use if he would like to make pro-sounding rock/house/techo music on computer?

I have a 500 GB external hard drive, pc and laptop at my disposal .They both have Windows xp, the pc has the first service pack. The laptop is vista capable. I would also like to integrate voice into the music I make. Any suggestions on mics for the pc/laptop? Any pro programs easy to learn?What programs should a novice use if he would like to make pro-sounding rock/house/techo music on computer?

Fruity Loops is one of the better one's I use. Great, especially for electronic music, if you can't find a piratable copy I think it costs a bit of money though.
